Regular Meeting

August 9, 2011

 

Mayor John Miner opened the meeting at 7:02 pm by leading the Pledge of Allegiance to the Flag.

REPORTS

The reports from the Code Enforcement, Police Department, Streets, Water and Sewer Departments were noted.

Chief Critchfield reported there have not been any more complaints than usual.  It was suggested to Chief Critchfield that he look into the loitering at the 1812 Hotel.

Mark Gelina reported that the sidewalk to be replaced on Carlton Street is ready and waiting for the contractor.  Mr. Gelina suggests waiting to pave Gaylord Street until September to save some money.

Aaron Bissell WWTP operator is requesting the replacement of the heater in the sewer plant.  It was the consensus of the Board for him to get quotes on the replacement.

Mr. Bissell stated the railing around the clarifier also needs welding.

Aaron also informed the Board that the lab that does our testing has moved to Massachusetts.  He and Phil are currently looking for a reputable local NYS certified lab.

MINUTES

Trustee Brenda Rowe, seconded by Trustee John Hopkins moved to approve the minutes from the regular meeting of July 12th and special meeting on July 26th. Rowe, Hopkins, Taber and Miner vote aye. Passed.

ABSTRACT

Trustee John Hopkins, seconded by Trustee Dennis Taber moved to approve Abstract #3 in the following amounts: General Fund $19,943.37, Water Fund $30,303.26, Sewer Fund $29,264.81. Hopkins, Taber, Rowe and Miner vote aye. Passed

OLD BUSINESS

Trustee Brenda Rowe will ask at the Library what needs to be stated in the letter of support for the Library’s grant process.

NEW BUSINESS

Trustee John Hopkins, seconded by Trustee Brenda Rowe moved to approve the following water adjustment:

Hopkins, Rowe and Miner vote aye. Taber abstained.  Passed

Trustee Dennis Taber, seconded by Trustee John Hopkins moved to authorize Mayor John Miner to sign the annual accounting software support agreement with Williamson Law Book.  Taber, Hopkins, Rowe and Miner vote aye. Passed

Trustee Dennis Taber, seconded by Trustee John Hopkins moved to update the Village of Sodus Procurement Policy to reflect the NYSOSC increase in the bidding requirements as follows:

Equipment from $10,000.00 to $20,000.00

Public Works Contracts from $20,000.00 to $35,000.00

Taber, Hopkins, Rowe and Miner vote aye. Passed

MEMBER ITEMS

Trustee Dennis Taber, seconded by Trustee John Hopkins moved to authorize Mayor John Miner to sign the annual Sodus Recreation Contract with the Town of Sodus. This motion also authorizes the Clerk/Treasurer to pay the $2,500.00. Taber, Hopkins, Rowe and Miner vote aye. Passed

Mayor John Miner began discussion on the replacement of a Town of Sodus computer that was damaged earlier this year due to a water leak caused by a problem with the roof on the Municipal Building.  Trustee Brenda Rowe added that quotes are being gathered for a repair to the roof for a job that was done incorrectly years ago.  The ventilation was not provided for and insulation is inadequate.  It is believed that with the correction the will be no ice build up and the leaks should stop.

It was the consensus of the Board that the Village will again be the “good faith people” and pay for the computer and be done with it. Hopefully fixing the roof and paying for the computer will be the end. Trustee John Hopkins, seconded by Trustee Dennis Taber moved to reimburse the Town of Sodus for the total amount for computer replacement ($1,186.95). Hopkins, Taber, Rowe and Miner vote aye. Passed

Trustee John Hopkins informed the Board that the materials to repair gaskets on the filters for the clarifier.  After research Mr. Hopkins found the material needed can be purchased from a company in Birmingham England for just under $600.00 less then any local vendor contacted.  Trustee John Hopkins, seconded by Trustee Dennis Taber moved to authorize the advance payment to R.H. Nuttall LTD in the amount of $260.00 per invoice #74381 for the gasket material.  Hopkins, Taber, Rowe and Miner vote aye. Passed

Trustee John Hopkins would like to have the intake inspected.  He would like Phil Badman to do some additional research on what would be the best option for inspection, robot or diver.  The costs are varied.  Commercial Diving is $3,200.00 and ROV is $3,700.00.  Trustee John Hopkins seconded by Trustee Dennis Taber moved to approve the expense of up to $3,700.00 for the inspection pending Phil’s decision.  Hopkins, Taber, Rowe and Miner vote aye. Passed

Trustee John Hopkins informed the Board on a quote that Bob Elliott’s firm submitted to extend the intake.  He feels the quote is very fair and would like to pursue the project.  He asked both Aaron and Phil to look for any possible grant funding for the project.

Trustee John Hopkins then informed the Board that Jay Roscup of Scarlett Thread will be having their annual 5K race on September 17th.  Mr. Roscup will get in touch will Chief Critchfield for traffic control.

Trustee Dennis Taber, seconded Trustee Brenda Rowe gave the attached resolution for the lease to own agreement for the plow truck. Taber, Rowe, Hopkins and Miner vote aye. Passed

Mayor John Miner would like to recognize Evelyn Sergeant’s 100th birthday.  She is a treasure and would like to ask if you see her when she is taking a walk wish her happy birthday.

ADJOURNMENT

Trustee John Hopkins, seconded by Trustee Dennis Taber moved there being no further business the meeting be adjourned.

The meeting adjourned at 8:10 pm.
