Mayor John Miner called the meeting to order at 7:00 pm by leading the Pledge of Allegiance to the Flag.

GUESTS:
Bob Hillis was in front of the Board to address a complaint he has with the drainage problem he has is his yard on Carlton Street. Years ago the Village did some drainage work in the back yards of several properties on the west side of Carlton Street. Mr. Hillis was not able to be part of the project because his neighbor would not give the Village an easement to do the work. Mr. Hillis has had problems ever since. He has gotten a quote from a contractor to do the work for $1,200.00 and he is asking for some relief from the Village for the cost. After much discussion it was decided to help Mr. Hillis in the spring by taking the pipe to his property line. It was decided to obtain the easements now so work can be done when weather permits. Trustee Dennis Taber, seconded by Trustee John Hopkins moved to have the Village do the project in the Spring. Taber, Hopkins, Rowe and Miner vote aye. Passed

REPORTS:
The reports from the Code Enforcement Officer, Police, Streets, Water and Wastewater Departments were noted.

The hearing that was to occur about the 1812 Hotel has been postponed until the November 8, 2011 Board meeting so that Henry Forest (owner) can be in attendance. Also not enough time has been given to the tenants. Mayor John Miner read the attached letter from Henry Forest.

Phil Badman WTP operator informed the Board that Bob Elliott’s diver has inspected the intake and will have a report for the next meeting.

The repairs to the Spring Plant have been completed.
NYS Department of Health was here in September and everything was pretty much in order. Errors were paperwork related issues.

Aaron Bissel WWTP operator reported on flow issues at the plant. He stated more things that need to be addressed not only manholes.

MINUTES:
Trustee Brenda Rowe seconded by Trustee Dennis Taber moved to approve the minutes from the regular meeting September 20th and the Special Meeting October 3rd as submitted. Rowe, Taber, Hopkins and Miner vote aye. Passed

ABSTRACT:
Trustee Brenda Rowe, seconded by Trustee John Hopkins moved to approve Abstract #5 in the following amounts; General Fund $76,323.06, Water Fund $7,936.24 and Sewer Fund $25,017.81. Rowe, Hopkins, Taber and Miner vote aye. Passed

OLD BUSINESS:
Trustee Dennis Taber reported on the Neighborhood Watch meeting from last month. There were 21 residents in attendance and they plan to move forward with a second meeting October 13th. Sandy Hamilton reported to the Board that she and Joan Stell have created an agenda for the group to follow along with a possible mission statement.

NEW BUSINESS:
Trustee John Hopkins seconded by Trustee Dennis Taber moved to accept Heidi White as a member of the Sodus Fire Department. Hopkins, Taber, Rowe and Miner vote aye. Passed

The attached letter from Dorothy DeHondt was discussed and it was the consensus of the Board to uphold the policy that water inside the house goes through the sewer. So therefore the bill must be paid.

Mark Gelina asked how we are to bill the labor camps on Newark Street owned by Daniel DeMarree for sewer. It was the recommended that Mr. DeMarree have water meters installed on each trailer in order to meter properly for sewer.

Clerk/Treasurer Mott explained that Grandpas Farm Market water bill needs to be added to the billing for October 2011. Trustee John Hopkins seconded by Trustee Dennis Taber moved to add the billing amount of $574.00 to account E1590. Hopkins, Taber, Rower and Miner vote aye. Passed

Discussion began about adding a tenant change to the Village code. It is being recommended that landlords be required to notify the building inspector of a tenant change to schedule an inspection. This could help in keeping apartments up to code and a fee can be assessed. This inspection fee can be charged as returns to the apartment are incurred.

The Village Board of Trustees would like the Planning Board to look at the Rental Housing Code that is in place in the Village of Lyons and make recommendations for changes for deletion or addition. Then return to the Village Board for approval.

MEMBER ITEMS
Trustee Brenda Rowe seconded by Trustee Dennis Taber moved to have the 2 remaining doors from the 2010 Rochester Colonial approved quote installed noting the price has not changed. Rowe, Taber Hopkins and Miner vote aye. Passed

Trustee John Hopkins seconded by Trustee Brenda Rowe moved to award the 1953 Kaiser jeep to the highest e-bay bidder in the amount of $5,500.00. Hopkins, Rowe, Taber and Miner vote aye. Passed

Trustee Dennis Taber informed the Board that the 2001 Dodge Ram truck being used by the water department will not pass inspection in January 2012. Mark Gelina recommends that we replace this vehicle with the 2010 F250 and purchase a new 2012 F350 XL for the highway department. The state bid price is $31,430.93. Trustee Brenda Rowe seconded by Trustee Dennis Taber moved to set a public hearing for November 8, 2012 at 6:45pm to move $32,000.00 from the Equipment Reserve to the General Operating Fund to cover the cost of the truck. Rowe, Taber, Hopkins and Miner vote aye. Passed

There was discussion on the purchase of overhead doors for the new addition to the Highway Barn. After lengthy discussion Mayor John Miner seconded by Trustee John Hopkins moved to authorize Mark Gelina to purchase 2 overhead doors from Finger Lakes Garage Door with a cost not to exceed $870.00 each installed. Miner, Hopkins Taber and Rowe vote aye. Passed

Trustee John Hopkins stated that the Village of Sodus is holding up the Seaway Tower Lease. After some discussion it was the consensus of Board to have Village Attorney J. Michael Wood to have this finished immediately.

ADJOURNMENT
Trustee Brenda Rowe seconded by Trustee Dennis Taber moved there being no further business the meeting be adjourned. Rowe, Taber, Hopkins and Miner vote aye. Passed

The meeting adjourned at 9:02 pm.
